Scotland wants more rail powers

Scottish Cabinet Secretary for Infrastructure ft Capital Investment Alex Neil has written to Transport Secretary Justine Greening demanding legislation that would devolve real powers over rail. In particular, Neil deemed it perverse to a point 'verging on the ridiculous' that state-owned companies from outside the UK can operate rail services in Scotland while home-grown public bodies are not entitled to do so.
