Benchmarking to include McNulty validation

'A whole bunch of additional benchmarking' will be carried out by ORR before its final determination of Network Rail's income for Control Period 5, due to be published on October 31 2013. A bottom-up analysis of costs has already started, aimed at reworking the data in Sir Roy McNulty's Rail Value for Money Study.This work is seeking to understand what the industry needs to do to achieve the savings identified by the Rail VfM Study.
