Performance mars NR's CP4 achievements

In its assessment of Network Rail's performance against funded obligations during Control Period 4 (2009-14), published on July 7, the Office of Rail Regulation contrasts the successful delivery of enhancements with the shortfalls in passenger train performance which led to a fine of £53·1m (RBI466 p1). 'Significant successes' in CP4 included the delivery of a major enhancement programme 'largely on time and budget'. According to ORR, across 118 projects, 98 were delivered early or on time. Of those that were delayed, only one had a 'notable impact' on passengers. ORR highlights progress with the Northwest Electrification programme.
