Metro and regional stock in ITT

Initial assumptions that the minimum of 120 new vehicles specified in the ITT for the replacement Northern franchise were intended for Pacer replacement do not align with DfT's aspiration to match rolling stock more closely to future service requirements. Pacer DMUs, derived from the Railbus concept developed by BR Research and Leyland Bus, were intended as low-cost replacements for first-generation BR DMUs on lightly-used lines. Their duties now include longer-distance routes and commuter services, for which they are equally unsuitable.
