One step forward, two steps back

The Great Recession may have officially ended in June 2009, but many cities and counties are still feeling the pain of lower property tax and sales revenues. What will 2013 be like for your department compared to the last few years? Some of our "pain" may stem from the state's budgetary woes. 2013 does look a bit more promising. 2014 projected budget could be worse than 2013. We cannot maintain the roads we have with the existing budget.
