Given the recent press attention paid to the Orange Revolution and subsequent political developments, an independent, democratic Ukraine is critical to both the United States and key neighboring countries in the European Union. High voter turnout plus the passion with which the Ukraine's 2006 and 2007 parliamentary elections were contested underscore that Ukraine's "democratic experiment" is beginning to succeed. Natalya Kolisnichenko of the Odessa Regional Institute in Ukraine and Allan Rosenbaum of Florida International University report on how and why democratic governance is emerging in Ukraine. Their essay warns that Ukraine's democratic future remains fragile and problematic.
