In 1981, President Ronald Reagan said in his first inaugural address that "[i]n this present crisis, government is not the solution to our problem; government is the problem." This regressive statement set a generational distain toward all levels and branches of American government. Nowhere was this felt more than in bureaucracies. That phrase provided many Americans with a philosophical basis for limited government and presidential permission to act on their disdain. But those bureaucracy-hating Americans saw their support for severely limited government per-manently slip into history with the current economic crises.
