It is widely accepted that public administration is linked integrally to political theory and phi losophy. Not only is it critical for administrative theorists to declare such philosophical assumptions and commitments, but also it is crucial for students of administration to develop a solid foundation in politi cal theory, particularly if they have come from under graduate fields other than political science. However, I would suggest that even for students who are relatively well prepared in American political theory, Vital Democracy: A Theory of Democracy in Action provides a remarkably useful primer.
