The UK planning system lacks an effective mechanism for cross-boundary strategic planning, claims research to be published next week. A report by the Town and Country Planning Association will argue that, in the absence of regional spatial strategies, which were abolished in 2010, there is an urgent need for a process that forces councils, planners and developers to consider all the social, economic and environmental challenges facing a particular region. An example is the east of England, the report will say, which is a "grade 1" agricultural area that also has one of the highest levels of housing demand in the country and is a high flood-risk zone.
