Indices for environmentally compatible industrial development planning: the example of Moldova

This paper describes four indices for strategic-level industrial development planning in Moldova. The indices are related to the environmental impact assessment (EIA) process and to strategic environmental assessment (SEA). They were applied in a preliminary manner to the Moldovian situation, and rank order numbers for industrial development preferences were developed for 12 industry types in each of the seven regions; rank order numbers across regions were also determined. The indices can be refined for Moldova via an interdisciplinary team approach to the development of interaction matrices, and the assemblage of statistically developed baseline data for the environmental items (factors). SEA can be a useful method during this time period of industrial development planning in Moldova.
