Our neighbor's first reasonably honest national election took place last summer, gaining Mexican voters independence from a political machine that has kept them impoverished and oppressed since the days of Pancho Villa. A San Diego newspaper carried the banner "July 2, 2000: Mexico's Independence Day!" enthusiastically reporting that PAN supporters filled Tijuana streets "in joyous celebration as the unthinkable is now official for Mexico, and as Fox pledges to build a new government."
