Arriving at J.F.K. International Airport, a man carrying nothing but a briefcase rents a car and drives 30 miles to a Yonkers reservoir, the last stop for water headed to New York City. Unguarded except for a 20-foot-tall fence, it's an easy target. He climbs over and dumps the briefcase's contents. Four days later, hundreds of people begin pouring into hospitals—wheezing, feverish, and many with purplish blotches on their skin—telltale signs of anthrax infection.
