PJM Interconnection's annual update to cost allocations for projects in its regional transmission expansion plan drew both protests and support over the grid operator's handling of costs for the $1.2 billion Bergen-Linden Corridor transmission project in New Jersey. PJM's December 29 filing (ER18-579) revised the cost responsibility assignments for Hudson Transmission Partners and GE subsidiary Linden VFT to zero to reflect the downgrade of their firm transmission withdrawal rights to non-firm service. The merchant transmission facilities (MTFs) relinquished their firm TWRs to avoid paying for the BLC project. They had long argued that the costs allocated to them for a project that remedies short circuit and thermal violations on Public Service Electric and Gas' system were excessive, jeopardized the viability of their transmission assets and could push them into insolvency.
