The Energy Department’s method for determining loan-nguarantee fees for new nuclear power plants understates the risk nthat those projects will default and leave taxpayers on the hook, nthe Congressional Budget Office said in report last week.nBut CBO said that using an alternative method which more nclosely reflects the risk, and more accurately reflects the cost to nthe federal government, could be unworkable.
