Norway's two largest opposition parties, Hoyre (Conservatives) and FrP (Progress Party), announced late in October that they would consider radical changes in the 'hjemfall' law on hydro plant ownership should they win power in the September 2013 general elections.Private companies such as Hydro and Elkem that own waterfall rights and power plants would no longer have to sell them to public owners, such as municipalities, when the hjemfall period expired, the parties said.
