A bitter three-year conflict between local oligarchs for control of Ukraine's regional power distributors has reared up again with potentially serious supply implications, presenting new Energy and Fuel Minister, Ivan Plachkov, with his first major challenge since taking up the post last month. The dispute for control over a handful of power utilities pitting Konstantin Grigorishin against his one-time partners and current foes Grigoriy Surkis and Viktor Medvedchuk has heated up again since the fall of President Kuchma's regime.
