The Federal Energy Regulatory Commission's general counsel, John Moot, was promoted to commission chief of staff last week. Cynthia Marletta who was general counsel from 2001-2005, has reassumed that position in his place.rn"The commission is facing a number of significant policy challenges," Chairman Joseph Kelliher said in a news release. "We have reorganized to improve our ability to address these challenges, and there is a need to assure close cooperation among commission program offices."rnSome of the larger changes visible at the commission of late include the development of a new Office of Electric Reliability to handle FERC's new authority as overseer of the North American Electric Reliability Corp., stepped-up trading market oversight and enforcement, and the issuance of an advance notice of proposed rulemaking that attempts to improve the function of organized regional markets. FERC also plans to investigate its civil penalty authority a bit more and deal with a number of issues related to the new electric reliability organization.
