Tom Wheeler was sworn in Monday as chairman of thenFCC and Michael O’Rielly to the open Republican slot on thencommission. Wheeler, who had all summer to think about firstnsteps as chairman, almost immediately appointed his top staffnat the agency, starting with Ruth Milkman as chief of staffn(http://fcc.us/HFgesN). Industry observers said the choice ofnMilkman, who was Wireless Bureau chief, signals continuitynon one of the top issues Wheeler faces, the incentive auction ofnbroadcast TV spectrum. Several of those appointed worked fornWheeler in the past and most came from jobs where past entanglementsnare unlikely to pose ethics issues.
