Kansas regulators to decide who should build big transmission line: Westar or ITC

The Kansas Corporation Commission has been asked to determine whether Westar Energy or a subsidiary of ITC Holdings should be permitted to build, own and operate a major transmission project in the state. ITC Great Plains for more than a year has been positioning itself to build a 180-mile, 345-kV line to run from a Sunflower Electric Power substation in Spearville in western Kansas to a Westar substation near Wichita in the central part of the state. Westar, however, Westar, however, is disputing ITC's proposal and wants to build the line itself.
