A pipe line in India has been cost-effectively designed using a risk-analysis approach to assessing environmental impact, siting, materials and operations that minimizes subjectivity through the employment of the analytic hierarchy process. The process (AHP) is a multiple-attribute, decision-making technique that provides an objective determination of risk inherent in any project and a rational approach to reducing risk throughout the line's life. Using risk analysis through AHP, potential risk factors are identified, their effects analyzed, and responses to the risks determined. Many potential risks are reduced through design alternatives. Residual risks are addressed through contingency plans and programs.
