Frederick Taylor, the father of scientific management, advocated a division of work between those who actually run machines and those who decide how machines should be run. In his writings early in this century, Taylor contended that manufacturing operations should have people dedicated solely to operating the equipment (operators), and others who are focused on what needs to be done to run the operation efficiently (management).
