The word "Risk Management" and "Risk Analysis" have been around recently. After Kobe earthquake in 1995, standardization of "Crisis-management system" was initiated and "TR Z 0001 Crisis-management system" was made public. It was further improved to be "TR Q 0001 Crisis-management system" in which the definition of the term "Risk Management" was widened to be the one to cover the period of times before and after an emergency situation. In 2001, "The Guideline for Establishment of Risk-Management System" was established and in 2003, "TR Q 0008 Risk Management-Terms-Guideline for the use in standards" was completed based on the translation of ISO/IEC GUIDE 73. In response to the trend of the times, Ministry of Economy, Trade and Industry extended the meaning of Risk to "Business Risk". METI published "Business Risk Management Textbook" in 2004 and "Textbook for the practice of business management" in 2005. In Risk Analysis in food, Basic Law for Food Safety was established in 2002 when the BSE issue was examined. Codex alimentarius published a variety of reports from 1995 to 2006. In 2005, Agriculture, Forestry and Fisheries Ministry and Ministry of Health, Labor and Welfare published "Standard for Risk Management on Food Safety". Also, "Risk Management of Chemical Materials" has been widely practiced.
