Coming at a time when the car manufacturing industry was shutting down, cynics observed that the real motivation behind the spend was propping up the fortunes of the Federal Government in South Australia - and if that was the intent, it has partially succeeded. However, it was not just the amount of money that benefitted the state - on top of that were several policy decisions, including most importantly the one to centralise all major warship shipbuilding at the large and modern Osbourne precinct.
