To provide a starting-valve throttle device that enables a simple and energy-efficient operation.SOLUTION: A starting-valve throttle device has a housing (24) formed in the inside with a housing hollowed portion (25), and in the housing hollowed portion, a switching body (26) is displaceable between an evacuation position and a delivery position. The switching body, in the evacuation position, configures an evacuation passage (34) that couples an intake passage (33) to an evacuation hole (35). The switching member, in the delivery position, configures a penetration passage that couples the intake passage (33) to a delivery passage (37). A throttle body (38) is disposed in the penetration passage duct to be displaceable relatively to the switching body (26). With this, it is possible to throttle a melt (23) flowing through the penetration passage in a desired manner.SELECTED DRAWING: Figure 2
