From technology transfer to the emergence of a triple helix culture: The experience of Algeria in innovation and technological capability development

摘要

To explore the need for decentralization and liberalization to foster the economic growth of Algeria. The need for both technology and development of a triple helix culture in developing countries is highlighted with special reference to the systems in Algeria. The policies of these countries should be framed in such a way that the former plays only a residual role and the latter takes the lead in providing for the development of a culture of innovation.
