Marketers beware - the Government Accountability Office says it's easy for truck drivers to get around tests designed to weed out drug and alcohol users. In a report to Congress, the watchdog agency says small motor carriers and self-employed drivers frequently outsmart the testing programs operated by the U.S. Dept. of Transportation. GAO disclosed the problems with the DOT program after running an undercover operation at 24 specimen-sampling sites across the country, the agency said in a study published last month. It found that 22 of the sites didn't fully comply with DOT testing protocols. Another problem: Federal Motor carrier Safety Administration's safety audits target only new entrants. They began in 2003, says GAO and, as a result, do not affect Carriers in business before that date.
