Virginia mandates biofuels: Gov. Tim Kaine (D) has issued an executive order that includes a requirement that all diesel and heating oil purchased by the state after July 1, 2010 for non-public safety agencies contain at least 2% biodiesel. The language in the order is identical to legislation rejected by the state's General Assembly this winter, say local jobbers. Part of the order says that the bio mandate shall be in effect so long as the blended product is no more than 5% more expensive than conventional diesel or heating oil. The order is silent on availability issues and on whether or not the 5% differential includes transportation costs.
