"I can't possibly tell you how honored I am to be your recipient of the 2005 Distinguished Service Award. Let me first thank Colonel Bert Rice, your Commander-in-Chief, for this memorable honor and Roger Bultman for his extraordinary help in making the arrangements. Let me also congratulate the Order for not rolling-over under Don Rumsfeld's edict that "Commander-in-Chief" be expunged from the U. S. military lexicon. His reason was, as I understand it, to obviate any confusion between military commanders and the President. Well, Mr. Secretary have I got a message for you-I served over 20 years under military officers who bore the title, "Commander-in-Chief," and I know of no instance whereby anyone of them ever thought that he was our Chief Executive.
