Policy implementation and project performance: A qualitative comparative analysis based on 29 National Marine ranchings in China

Modern Marine ranching construction is an important measure to realize the efficient output of Marine environmental protection and fishery resources. Although the theory and practice of Marine ranching in China are constantly developing, it still stops at explaining what to build, why to build and how to build, and lacks consideration of the construction effect and its influencing factors. By analyzing the administrative and social processes of marine ranching policy implementation, and combining top-down policy implementation with bottom-up application and evaluation, this study developed a multientity operating framework for national marine ranching demonstration zones. Further, by combining macro and micro levels, this study explored the key elements affecting the performance of marine ranching projects and obtained the key paths leading to high performance and low performance.
