The most contested license renewal proceeding in the history of nuclear power in the United States is going through even more deliberation by the Nuclear Regulatory Commission, in response to appeals by both intervenors and the licensee (along with the NRC staff) of an Atomic Safety and Licensing Board's partial initial decision on Indian Point-2 and -3. The most significant decision in rulings issued recently was the March 9 reversal of the ASLB s finding that the licenses cannot be renewed without an aging-management plan for the plant's electrical transformers. This was the only contention in any license renewal proceeding that had ever been decided in favor of the intervenors, and now it has been nullified.
