I have a lot of respect for the Taieri Gorge Railway. This was a section of line deemed uneconomic by the then incumbent rail operator. It has a very restricted loading gauge, has an elderly and in effect orphan, fleet of locomotives, and carries no freight. The line ends at Middlemarch - hardly a tourist mecca, and is staffed by a mix of volunteers, part-time and full-time employees. The railway has a pro-active management team and is a success story.
