In the 19th century, both supporters and opponents of democracy agreed that it would lead to what Tocqueville called 'equality of conditions' - not of course to a mathematical equality, which would be Utopian, but to a much greater degree of social and economic equality. Indeed, many argued that democracy could not work effectively unless it did in fact lead to greater equality.
