We are the steering group of the Yorkshire & Humber (Flood and Water Management) Learning and Action Alliance (Y&HLAA).rnWe eagerly awaited the draft Flood and Water Management Bill following the government's "acceptance" of Sir Michael Pitt's recommendations. What became apparent, however, was that the government's promise to "fully fund all new duties" was not what it seemed.
