Ökosystemleistungen Deutschlands Stand der Indikatorenentwicklung für ein bundesweites Assessment und Monitoring

Gemäß Ziel 2, Maßnahme 5 der EU-Biodiversitätsstrategie 2020 sind die Mitgliedstaaten aufgefordert, den Zustand und die Leistungen der Ökosysteme auf nationaler Ebene zu bewerten und in die nationale Rechnungsführung zu integrieren. Eine derartige nationale Bestandsaufnahme ist für Deutschland neu. Dies erfordert einen indikatorbasierten Ansatz. Im vorliegenden Beitrag wird dargelegt, wie eine Systematik der nationalen Erstaufnahme und ein Monitoring der ÖSL in Deutschland mit normativer Ausrichtung erfolgen kann. Anhand des zu Grunde liegenden EU-Rahmenkonzepts (MAES, CICES) wird erläutert, für welche Ökosystemleistungs-Klassen Indikatoren für Deutschland entwickelt und wie diese in einem Kennblatt beschrieben werden. Bisher wurden Indikatoren für vier Klassen abgestimmt und vollständig umgesetzt. Diese geben zu einzelnen Aspekten, in der (angestrebten) Gesamtheit auch umfassender, einen Einblick in die Bewertung und Belastbarkeit der Natur in Deutschland. Die Ergebnisse werden in ihrer Aussagekraft beurteilt und notwendige weiterführende Arbeiten aufgezeigt.%Target 2, Action 5 of the EU Biodiversity Strategy stipulates that the member states will map and assess the state of the ecosystems and their services (ES) and promote their integration into the reporting systems at EU and national level by 2020. Such a national inventory is new for Germany. Indicators for capturing and assessing ES are therefore needed. In this paper we set out, based on the underlying EU framework concept (MAES, CICES), for which ES class types national indicators for Germany are being developed and how they are described in an indicator specification. So far, indicators have been coordinated and fully implemented for four classes. The indicators give an insight into the evaluation and resilience of nature in Germany, in different dimensions, systematically and spatially and time-specifically, on individual aspects, in the (desired) totality. The results are assessed as to their meaningfulness, and necessary further work is outlined.
