GREEN PAPER ON DEFENCE PROCUREMENT:THE TRY TO BREAK OLD HABITS

The European Commission published a "Green Paper on defence Procurement". Such a consultative paper had been previously announced in the Commission's Communication "Towards a European Union defence equipment policy" launching seven initiatives to gradually establish a real European Defence Equipment market (EDEM) - transparent and open between Member States. The main objective of the Green Paper is to improve the competitiveness of the European defence industry by providing guidance on how EC Treaty exceptions and requirements in the area of defence procurement should be interpreted.
