With the stroke of a pen, President Barack Obama can give the National Guard influence at the highest level of the U.S. military, making the chief of the National Guard Bureau a legal and full-fledged mem ber of the Joint Chiefs of Staff. The long and difficult effort to make this a reality was awaiting last month only the commander-in-chief's signature on the 2012 National Defense Authorization Act.
