The invention refers to a manual puncher that enables voting in the national voting system by punching voting cards. The puncher can be used to vote in the common lists system and in the nominal system, and is designed for parliamentary, presidential and local elections. The manual puncher is made up of two arms: an upper arm (2) and a lower arm (4) which are articulated on an axle, a spring (6) that is mounted in between the two arms, in order to set the puncher in the open position, a punch plate (8) that performs the perforation and is mounted on the upper arm (2), a plate (10) which has a hole aligned with the punch and is mounted on the lower arm (4), a spring plate (12) which is mounted on the punch plate and releases the card after perforation, a card limiting device (14) and two plastic clips (16) that are mounted on the lower arm and on the mobile arm, in order to ease the punching of the card.
