Industry sources have told Modern Railways of confusion at the Department for Transport over the release of the Invitations to Tender (ITTs) for Northern Rail and in particularTransPennine Express, which are both due to be published before Christmas. It is understood that bidders for the TransPennine franchise have been informed of a possible delay.
