Poor digital literacy among frontline staff in UK councils is holding back the effectiveness of digital change programmes in the sector. This is the headline from Skills for digital change, the first in-depth analysis of its kind into the nature and impact of the skills gap facing councils, conducted by the Eduserv Education Briefing programme and the PPMA. The research also found that although the majority of HR leaders (61%) said they were seeing improvements in digital capability across the council -particularly in management functions - the rate of progress was nonetheless slow and those responsible for delivering services were least likely to have an adequate level of digital literacy.
