Transforming social care

In the Spending Review, George Osborne announced that councils will be able to raise £2bn a year of funding for social care through a new council tax precept. Combined with an 'improved' Better Care Fund, with an extra £1.5bn, this is designed to address our chronically underfunded social care system which is crumbling under a perfect storm of rising demand, higher costs and shrinking budgets. For disabled people this is an important first step to address the human costs of the crisis in social care. Disabled people are a third of social care users and their support is just under half of all social care expenditure. Social care is the support that enables disabled people to get up, get dressed and get out of the house. But the current reality is that 400,000 fewer people are receiving care and many more are receiving less care.
