Let's start with an easy question. How do you create a public sector or any sector for that matter that fulfils the needs of a wide and changing society? I often thought the best talent went south, to the big cities, the higher paid jobs, maybe to the private sector, and that was just the way the employment market worked. I imagined that after 100 years or so of management theory, we would by now have cracked the search for the near perfect employee - and that most of us would fit that model. Well, this would be the case if it weren't for people with their differing backgrounds, histories, views, feelings and motivations. It's difficult although not impossible for people to voluntarily change their views and ingrained natural state and reaction to events and circumstances.
