Senior Whitehall and local government officials should be given greater scope to switch between different parts of the public sector - the trade union which represents senior civil servants has urged. The call is made in an alternative civil service reform plan issued by the FDA trade union which represents top mandarins. Among the 20 recommendations contained in the white paper Delivering for the nation: securing a world-class civil service is the demand to give departments incentives for encouraging flexible careers, that go beyond current short-term secondments and loans between departments and the wider public sector, to boost flexibility and diversity.
