No new laws needed for health changes, claim CIPFA

There is no need for new legislation to integrate adult health and social care in Scotland, according to finance experts. In its response to a Scottish Government consultation on the proposed Adult Health and Social Care Integration Bill, the Scottish branch of the Chartered Institute of Public Finance and Accountancy (CIPFA) said the proposed changes could be delivered without any new laws. 'The available evidence indicates that strong leadership, rather than new legislation is the best way of achieving improved outcomes through integrated working,' said head of CIPFA Scotland, Angela Scott. 'Until an effective review of the existing legislation is undertaken we see no case for further primary legislation.'
