Is it time to stop being player/managers?

We have come a long way since pre-Local Management of Schools days when, as a local authority education officer, I seemed to have responsibility for every decision conceivable for schools in my area(on one occasion I found myself choosing the carpet for all school staffrooms). Over the 30 years or so that have followed, successive governments have endeavoured to hnd the most appropriate balance of school, local authority and national government control in the world of education -with different measures modifying the various teaching, local authority and national government inputs into the school system.
