Javid accused of U-turn on homes

A senior councillor has accused communities secretary Sajid Javid of backtracking on plans to strike bespoke housing deals with local authorities. In the run-up to last week's Budget, Mr Javid had given 'positive messages' to councils on lifting the housing revenue account (HRA) cap on a case-by-case basis. Council sources had believed that various bespoke deals were being finalised, but the Budget instead invited local authorities to bid for increases in their caps from 2019/20 up to a total of £lbn by the end of 2021/22.
