The Liverpool campaign for an elected mayor has reached the half-way point, aided by Sir David Henshaw's backing for the system and despite a fourth authority facing the reverse trend. The campaign has picked up half the 17,100 signatures needed and although organiser Liam Fogarty described the progress as slow, he added: 'We are winning the argument. 'As far as we are concerned, the council is struggling from a lack of accountable leadership, and a lot of people have lost confidence in the council to deliver.'
