While policy-makers have been focused on the 'deal-making' aspects of PPPs, while brokers and deal-makers have focused on the contract itself and the innovation which can be built in at point of signing, and while research evaluations of PPPs mostly concern input-output analyses, a major development has been taking place. Beyond contract: what makes a PPP successful? - a new report from NLGN - reveals that a new type of manager has snuck up on us unawares, together with the need to understand them and develop their specialist skills.
