We have a 'coalition agreement' which is explicit about delivering incentives for communities to accept new sustainable homes and businesses. One is in place - the New Homes Bonus - and the other on business rates arrives in April. The first works well. The jury is still out on the second. The chancellor's search for growth has a new urgency. Does the answer lie in planning reform? Many think rather that the problems lie in the capital markets and facilitative infrastructure investment. But with resources in such short supply, where should the chancellor cast his gaze, if he seeks growth.
