The weight of evidence

What works at the local level? We commit billions of pounds to local services, but do we really know what is actually doing any good? A recent parliamentary report on youth services found many services were 'unable or unwilling' to measure the improvements they made in outcomes for young people. Perhaps some of our projects and programmes are doing harm. Without evidence, we are just left with hunches, gut feelings and anecdote.
