Conwy and Denbighshire CCs have become one of the first pairs of local authorities to submit a voluntary merger bid to the Welsh Government. The Welsh Government invited bids to merge councils after the publication of the Williams Commission report in July, which recommended cutting the number of local authorities in Wales from 22 to 10. Councillors in Conwy and Denbighshire met separately on Monday and voted in favour of submitting an expression of interest to the Welsh Government. Denbighshire CC leader Cllr Hugh Evans stressed that the expression of interest was not a full business case for a merger with Conwy.
